An EIN (Employer Identification Number) is like a social security number for your business — the IRS uses it to identify your LLC for taxes, and banks and payment processors like Stripe or PayPal require it to open an account. The "responsible party" is simply the one individual the IRS will list as being in control of the LLC. It doesn't have to be a US citizen, and it doesn't affect ownership.
